Mr. President, I had the extreme misfortune of meeting the youngest member of the Volkov Regency during the most recent conflict in Bosnia. He is young, no more than 18 to 20.
Gavril is a ruthless opponent. His talent with relics is unmatched at this point. He has grown up with easy access to ROAR controlled artifacts and one motive, acquire them at all costs. He regards little for civilians and the innocent. His tactics are precise and calculating. In my opinion he is by far the most dangerous Heir on any given battlefield.
Regent Yuri Volkov has put great faith in his son. He was sent out wielding the rings of both Gabriel and Uriel. Both of which were obtained by Yuri when he was Prince Regent. (Full reports on the combat capabilities of both rings will be on your desk tomorrow.) He was in search of a rumored relic. The source and identity of which I haven’t been able to ascertain yet. The war in Bosnia left the BFRA in shambles. Gavril destroyed what was left of their headquarters, killing any who stepped in. The two remaining Bosnian Heirs, Almira and Faris, are now dead.
I managed to smuggle the majority of the BFRA relics out of the country during the fighting. Any that were left are my responsibility.
In closing Mr. President, Gavril Volkov is no longer a young Regent in the making. He is here and he is something that needs to be dealt with quickly and accordingly.
